Jackson attained a widespread reputation as a politician and a spokesperson for civil rights causes in the 1980s. Jackson declared his bid for the presidency of the United States in the 1984 election on November 3, becoming only the second African American (after Shirley Chisholm) to do so as a Democrat.

Jackson surprised many by finishing third in the Democratic primary behind Senator Gary Hart and former Vice President Walter Mondale, who went on to win the nomination. Pundits had written off Jackson as a fringe candidate with little chance of winning the nomination.

Jackson won the Louisiana, District of Columbia, South Carolina, and Mississippi primaries and caucuses in 1984, receiving 3,282,431 primary votes, or 18.2% of the total. Jackson received more votes from Virginia caucus attendees than any other contender, although Mondale received more delegates from the state.

Jackson protested in May 1988 that although he received 21% of the popular vote, just 9% of the delegates were given to him. Later, he claimed that party rules had put him at a disadvantage.

Jackson described the selection process as a “p.r. parade of personalities,” whereas Mondale (in the words of his advisers) was anxious to set a precedent with his vice presidential candidate by choosing a woman or visible minority.

Hubert Humphrey was the “last prominent politician out of the St. Paul-Minneapolis” region, he said, making fun of Walter Mondale. Jackson reapplied for the Democratic presidential nomination in 1988. Most political analysts believe he has little chance of being nominated, partly because he is black and partly because of his unrepentant liberalism, according to a November 1987 New York Times article.

However, he was a more respectable contender due to his prior accomplishments and was better organized and financed than in 1984. Jackson again outperformed predictions, doubling his prior performance, which led R.W. Apple of The New York Times to dub 1988 “the Year of Jackson.”

When the position of “shadow senator” for the District of Columbia was formed in 1991, Jackson stood for office and served in that capacity until 1997, at which point he decided not to seek reelection. The main purpose of this unpaid position was to advocate for the District of Columbia’s statehood.

Jackson turned down an offer to serve as the United States ambassador to South Africa in the middle of the 1990s instead of supporting his son Jesse Jackson Jr.’s bid for the House of Representatives. The moderate “Third Way” policies of Bill Clinton attracted initial criticism from Jackson.

Journalist Peter Beinart claims that Clinton was “terrified” of Jackson’s primary challenge in the 1996 election. But Jackson emerged as a crucial partner in helping Clinton win over African Americans, and over time, he grew close to the Clintons and became one of their closest friends. Jesse Jackson Jr., his son, was chosen to represent Illinois in the U.S. House of Representatives. Three U.S. servicemen who had been held captive on May 2, 1999, during the Kosovo conflict, were freed due to negotiations with Jackson.

The Clinton administration did not approve of Jackson’s negotiations. Seven high school students from Decatur, Illinois, were expelled for two years on November 18, 1999, due to their involvement in a fight at a football game.

The battle was captured on home video, and when CNN published images of it, the incident gained national attention. Jackson claimed that the students’ expulsions were unfair and racially discriminatory after they had been done. He urged the school board to reconsider their choice.
